London. Unbeknown to his wife Winnie, Soho shopkeeper Verloc works as a spy for the Russian government. Angry that anarchists are harboured by Britain, Verloc is coerced by the Russians in to planting a bomb that will provoke the police. Caught between the Russians Verloc, and the authorities reluctantly draws his own family into a tragic terror storyline.
